- Development and test environments rarely need to run overnight or at weekends. Shutting down outside business hours cuts compute cost by roughly seventy percent.

How the cloud vm cost calculation works
Cloud VM bills have four components: compute hours, attached storage, network egress, and ancillary services like load balancers and public IPs. Compute usually dominates, but egress is the line item that most often blows past the estimate.
The two biggest levers are commitment and uptime. Reserved instances cut roughly forty percent off a one-year term and sixty percent off three years. Independently, shutting non-production environments outside business hours removes about seventy percent of their compute hours — and the two savings stack.

Do I pay for a stopped VM?
Compute charges stop once the VM is deallocated, but attached disks, reserved public IPs, and snapshots keep billing. A stopped-but-allocated VM in some providers still incurs charges — deallocate rather than just shut down from inside the OS.
